a) Responsible for leading, directing, and managing all activities of the College in accordance with Article 3 of the College’s Working Regulations.

b) Directly supervises, monitors, and evaluates the following areas and the functions and duties of the units under his authority:

  1.         Strategic development of the College;
  2.       . Planning and investment;
  3.      .  Organizational structure and personnel affairs;
  4.         Emulation and commendation;
  5.         Administrative reform;
  6.         Finance;
  7.         Military, defense, and security affairs under the College’s Military Command and Self-Defense Forces;
  8.         External relations, international integration, and internal affairs;
  9.         Other areas of the College’s operations;
  10.      Other duties assigned by competent authorities.

c) Directs and handles the College's daily administrative matters and delegates Vice Rectors to attend activities of other organizations including: the People’s Committee of Ho Chi Minh City, partner institutions, affiliated units, departments, and other agencies or organizations.

d) Directly in charge of and supervises the following two units:

  1.          Administration – Organization Office
  2.          Finance – Accounting Office

a) Directly supervises, monitors, and evaluates the activities of academic departments, the Youth Union, and the Student Association, as well as carries out tasks in accordance with the functions and duties of the units under her responsibility:

  1.          Educational programs at various levels: Continuing education, Intermediate, and College levels;
  2.          Activities related to teaching duties of instructors;
  3.         Collaboration with enterprises and companies to provide internship opportunities for students and job placement support for learners;
  4.         Collaboration with enterprises and companies to arrange internships for instructors;
  5.         Scientific research;
  6.         Youth Union activities;
  7.         Student Association activities;
  8.         Other tasks as assigned by the Rector.

b) Directly supervises the following 07 academic departments and 02 mass organizations:

  1.         Faculty of Information Technology
  2.         Faculty of Economics
  3.         Faculty of Food Technology
  4.         Faculty of Vocational Pedagogy
  5.         Faculty of Automotive Engineering
  6.         Faculty of Electrical and Refrigeration Engineering
  7.         Faculty of Industrial Electronics and Automation
  8.         Ho Chi Minh Communist Youth Union
  9.         Student Association

  2.          Affairs related to trainees, students, and learners;
  3.          Dormitory management;
  4.          School healthcare services;
  5.          Fire prevention and fighting;
  6.          Infrastructure, facilities, equipment, supplies, maintenance, and repair of the school and its units;
  7.          Advising on and monitoring projects, schemes, and plans related to assets and equipment;
  8.          Other tasks assigned by the Rector.

b) Directly supervises 02 departments and 01 mass organization:

  1.          Facilities and Equipment Management Department
  2.          Student Affairs Department
  3.         Trade Union

  1.          Career guidance and student recruitment activities;
  2.          Academic training activities;
  3.          Quality assurance and accreditation;
  4.          Internal quality assurance system;
  5.          ISO 9001:2015 implementation;
  6.          Examination and assessment;
  7.          Training inspection;
  8.          International cooperation;
  9.          Program adjustments and the development of new training majors;
  10.      J oint training programs at various levels and other types of cooperation;
  11.      Other tasks assigned by the Rector.

b) Directly supervises 04 units:

  1.          Academic Affairs Department;
  2.          Quality Assurance and Testing Department;
  3.          Admissions and Continuing Education Center;
  4.          Faculty of Mechanical Engineering (until merged with the Faculty of Automotive Engineering).
